Cloud computing is the use of computing resources (hardware and software) that are delivered as a service over a network (typically the Internet). In the most basic cloud-service model, providers of IaaS offer computers – physical or (more often) virtual machines – and other resources. In this paper, we use Iaas to provide cloud resources for efficient resource allocation and data retrieval and also to provide fault tolerance. Here, we consider different scenarios for resource allocation and we come with the solution for data fluctuation, over utilization and under utilization of cloud resources. We implement cloud environment using VMware workstation. VMware Workstation enables you to run a cloud on your PC. VMware Workstation is the version of VMware software that operates on end-user machines and enables a single desktop PC to operate multiple operating systems. During the environmental disaster like earthquake, the information can be retrieved by the client using the magnitude of the quake. The data is stored in two virtual machines for remote retrieval of information. As the data is stored in two virtual machines, if a VM fails to retrieve the data, it can be retrieved from another VM. We use physical free memory, CPU and processing memory as parameters to achieve our goal. As our approach includes load balancing, we achieve fair resource allocation, maximum utility of resource in cloud and efficient data retrieval.
