Agriculture play a vital role to development of economy of India. Farmers have difficulty to select suitable fruit and vegetable crop. Disease management by manually is a challenging task. Most of the diseases are seen on the leaves or stems of the plant. Hence agriculturist needs to find out the efficient techniques. In this paper we have combined two techniques to predict the disease. The goal of proposed work to diagnose the disease using image processing and clustering techniques on image of plant leaves disease. First the input image is preprocessed. Then input image of leaves is converted RGB to L*a*b. Then leaf disease segmentation is done using hierarchical clustering. After segmentation the mostly green color pixels are masked based on specific threshold values. Finally the accuracy of proposed method compared with different methods. the proposed method received 92% of accuracy
